Core competencies

The unit is active in different domains related to transport surveillance covered by three European Commission Institutional Actions (FISHREG, VESCOSURMULTRA) and a number of related competitive projects.

Policies

One of the main activities of the unit is EU policy support.

In particular, the action FISHREG is doing research and policy support for the Common Fisheries Policy (CFP), the EU's instrument for the management of fisheries and aquaculture.

VESCOSUR provides support in the area of maritime surveillance related to maritime security, border control, piracy and oil pollution, and monitors container movements in the fight against fraud, crime and terrorism.

MULTRA supports DG MOVE, the three EU Transport Agencies and the Member States in the implementation and monitoring of transport safety related legislation in the maritime, railways and aviation domain.

Positioning

Work done in the unit is part of the Seventh Framework Programme (FP7) for research and technological development of the EU (2007-2013). More specifically:

FISHREG contributes to the Policy Theme Solidarity and the responsible management of resources of the Agenda Agriculture, rural development and fisheries, Sub-agenda Fisheries, maritime policy and marine environment.

VESCOSUR contributes to the Policy Theme Europe as a world partner of the Agenda Global security and the Policy Theme Security and freedom of the Agenda Internal security.

MULTRA contributes to the Policy Theme Prosperity in a knowledge intensive society of the Agenda Energy and transport.

Customers and partners

The Unit's key customers are, in the European Commission, Directorate General (DG) Maritime Affairs and Fisheries (MARE), the Anti-Fraud Office (OLAF) and DG Taxation and Customs Union (TAXUD), DG EuropeAid Development and Cooperation (DEVCO), DG Mobility and Transport (MOVE), and the European Maritime Safety Agency (EMSA), the European Aviation Safety Agency (EASA) and the European Railways Agency (ERA) .

The Unit also supports the work undertaken by Member States’ customs-, security-, safety- and investigation authorities.
